Basic Skills for Working People in Japan

A panel of experts organized by the Ministry of Economy, Trade and Industry (METI) defined the basic skills needed to work with diverse people in the workplace and in the community as “Basic Skills for Working People” (i.e., three skills and 12 elements of competence).

1) Ability to step forward (Action)
 ~The ability to take the first step forward and to persevere even in the face of failure.~

Initiative 
The ability to tackle things willingly

Ability to work on things
Ability to work with others and involve them

Execution
The ability to set objectives and take action without fail

The ability to see things in the first person and act on one’s own, rather than waiting for instructions, is required.

2) Ability to think things through
 ~The ability to ask questions and think things through~

Ability to discover issues
Ability to analyze the current situation and clarify objectives and issues

Planning ability
Ability to identify and prepare processes to solve problems

Creativity
Ability to create new value

The ability to think autonomously, to raise issues on one’s own and draw up scenarios for solutions, is required more than the ability to provide logical answers.

3) Ability to work in teams (Teamwork)
 ~The ability to work together with diverse people to achieve goals.

Ability to communicate
Ability to communicate one’s own opinions in an easy-to-understand manner

Listening skills
Ability to listen carefully to the opinions of others

Flexibility
Ability to understand differences in opinion and the other person’s position

Ability to understand the situation
Ability to understand the relationship between oneself and the people and things around one

Discipline
Ability to keep social rules and promises to others

Stress control
Ability to cope with sources of stress

The ability to go beyond cooperation within a group and create connections and collaborations with a variety of people is required.
